Authorizes the Department of Land and Natural Resources to limit commercial use of state ocean waters where reasonable for environmental or user safety considerations.

Allows the department to issue commercial use permits by public auction when commercial use is limited.

Commercial use permits are valid for one year from issuance and may be renewed annually if the permit holder complies with applicable departmental rules.

Maintains existing restrictions on thrill craft, parasailing, water sledding, and high-speed boating on weekends/holidays in Maunalua Bay on Oahu and prohibits all commercial ocean recreation on Sundays in that area.

Maintains existing seasonal restrictions on commercial water activities in west and south Maui between December 15 and May 15.
