Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide standardized funding and framework for after-school programs in public middle schools.

Authorizes the Office of Youth Services to enter into contracts with middle schools, individuals, organizations, or other entities to establish, support, or enhance after-school programs.

Requires the Office of Youth Services to establish funding criteria, selection processes, monitor programs, conduct site evaluations, and ensure contractual compliance for all participating schools.

Mandates annual legislative reporting on program implementation, funds awarded, fee assessments, and efforts to obtain non-state funding for program sustainability.

Allows the Office of Youth Services to establish program requirements and participation fees or other charges to cover administrative and operating costs under Chapter 91 rulemaking authority.
