Transfers the State's liaison role for the Pacific-Asia Institute for Resilience and Sustainability from the Office of the Lieutenant Governor to the Department of Business, Economic Development, and Tourism.

Authorizes the institute to establish a named fellowship program providing graduate-level study for mid- and senior-level professionals from Hawaii and the Pacific-Asia region.

Authorizes the institute to establish an interdisciplinary executive master's degree program addressing sustainability, global leadership, and critical community continuity.

Authorizes the institute to form innovative hubs throughout the Pacific-Asia region to conduct applied research, consensus building, and problem-solving on regional issues.

Permits the institute to seek funding from public and private sectors, nongovernmental organizations, and research institutes, and makes it eligible for grants under Hawaii Revised Statutes chapter 42F.
