Establishes the statewide integrated sex offender treatment program for adult sex offenders in state custody, implemented cooperatively by the Department of Public Safety, judiciary, Hawaii Paroling Authority, and other agencies with sex offender oversight responsibilities.

Adds new responsibilities for the program including development of assessment and evaluation standards, implementation of best practices guidelines, and coordination of funding requests to prevent resource competition.

Creates the "Sex Offender Management Team" as the coordinating body to oversee development and implementation of sex offender assessment, evaluation, treatment, and supervision services consistent with the master plan.

Requires participating agencies to share criminal, parole, medical, psychological, and mental health records of offenders upon request for treatment and supervision purposes, with records remaining confidential and disclosures documented.

Exempts the statewide integrated sex offender treatment program from compliance with chapter 92 (public records and meetings requirements) of Hawaii Revised Statutes.
