Requires that funds furnished to discharged or paroled persons under section 353-14 be subject to legislative appropriations specifically authorized and allocated for these purposes.

Prohibits the Hawaii Paroling Authority from granting final discharge to inmates serving any portion of a court-ordered mandatory minimum sentence or who owe restitution.

Grants discretion to the paroling authority to recommend (rather than mandate) a complete pardon for paroled prisoners who have been on parole for at least five years.

Maintains annual review requirement for paroled prisoners not granted final discharge and pardon, bringing them before the authority each year thereafter.
