Creates new statute allowing the Department of Transportation to negotiate disposition of public lands under its control without board approval for aeronautical, airport-related, maritime, and maritime-related operations.

Permits land dispositions up to 35 years maximum, or 70 years for maritime and maritime-related operations, when the director determines negotiation encourages competition.

Defines "airport-related" as activities requiring air transportation or generating airport system revenue, and "maritime-related" as activities directly related to maritime cargo handling, navigation, marine equipment servicing, and fish processing.

Removes airline, aircraft, airport-related, marine, maritime, and maritime-related operations from section 171-59 negotiation provisions, transferring this authority exclusively to the Department of Transportation under the new section.

Sunsets on July 1, 2021, with all affected statutes reverting to their pre-enactment form unless the legislature extends the provisions.
