Authorizes the Department of Transportation to approve revocable permits for public lands set aside to the department without requiring Board of Land and Natural Resources approval.

Allows the Department of Transportation to issue revocable permits directly through negotiation without public auction on the same terms as other state land dispositions.

Exempts revocable permits issued by the Department of Transportation from standard board approval requirements while maintaining compliance with other applicable land disposition laws.

Effective July 1, 2050, with automatic repeal on July 1, 2021, reverting sections 171-6, 171-11, and 171-55 of Hawaii Revised Statutes to their prior form.
