Exempts University of Hawaii technology transfer activities from certain sections of the State Ethics Code (sections 84-12, 84-13, 84-14 through 84-16, and 84-18) provided they comply with the university's board-approved regulatory framework and compliance program

Defines "technology transfer activities" as the process of transferring scientific findings from public to private sector for commercial development, including creating joint ventures, allocating equity shares, protecting patents and copyrights, and forming commercialization strategies

Requires the Board of Regents to submit written reports to the legislature no later than 20 days before each regular legislative session in odd-numbered years detailing the development of its compliance program and the status of technology transfer activities

Establishes that the university's regulatory framework and compliance program must reflect ethical research principles and technology transfer regulations used by the United States federal government

Takes effect upon approval
