Shifts University of Hawaii Board of Regents adoption of internal regulations from chapter 91 (administrative rulemaking) procedures to chapter 92 (open meeting) procedures.

Requires regulations on inventory, equipment, expenditures, residence for tuition purposes, higher education loan fund, and parking to be adopted at open public meetings with notice and public comment opportunities rather than through formal rulemaking.

Maintains public transparency by ensuring members of the university community (students, faculty, staff) can observe and comment on regulation adoption in open meetings.

Requires expenditure documents and budgetary materials to be made available to the public at least six calendar days before board meetings.

Takes effect upon approval.
