Establishes an Innovation and Commercialization Initiative program at the University of Hawaii under the vice president for research and innovation to transform university research into viable economic enterprises.

Grants the university broad powers to invest in, finance, and participate in startup ventures based on university research, including providing loans, equity contributions, technical assistance, and business planning support.

Creates a special fund to receive and hold appropriations, loan repayments, investment earnings, royalties, and other program revenues that may be expended without regard to standard procurement and personnel chapters.

Protects trade secrets and confidential commercial information from public disclosure under the Uniform Information Practices Act while allowing non-confidential information about securities purchases to remain public.

Preserves the university's governmental immunity and clarifies that program activities do not pledge the state's full faith and credit or create liabilities beyond specific agreements and insurance policies.
