HB2415 Summary

• Repeals the Kapolei recreational sports complex special fund, effective July 1, 2016, because the original purpose no longer exists after the land was transferred to University of Hawaii-West Oahu.

• Removes all references to the Kapolei recreational sports complex from Hawaii Revised Statutes sections 109-1, 109-2, 109-3, 109-5, and 109-7 regarding stadium authority powers and duties.

• Reclassifies the prepaid airport use charge fund from a special fund to a trust fund because moneys in the fund belong to signatory airlines and cannot be used for other purposes.

• Abolishes the photo enforcement revolving fund, which is inactive and does not meet criteria for a revolving fund.

• Transfers all unencumbered balances from the Kapolei recreational sports complex special fund and photo enforcement revolving fund to the general fund.
