Repeals chapter 201N, Hawaii Revised Statutes, which established a renewable energy facility siting process, due to lack of implementation since its enactment in 2008.

Removes references to the renewable energy facility siting process from sections 201-12.5, 269-27.2, 343-2, and 343-5, Hawaii Revised Statutes, while preserving the renewable energy facilitator position and general renewable energy duties.

Transfers any unexpended and unencumbered proceeds from the renewable energy facility siting special fund to the state general fund as of the effective date.

Preserves employee rights and benefits for department staff hired under the siting process program, allowing them to retain exempt status if transferred to other positions within the department.

Takes effect July 1, 2016.
