Authorizes the Department of Transportation to implement an intra-island water ferry transportation system along the leeward coast of Oahu, with at least one ferry landing at the Waianae Small Boat Harbor.

Changes the authorized service area from the southern coast of Oahu to the leeward coast of Oahu, expanding the scope of Act 221, Session Laws of Hawaii 1998.

Allows the Department of Transportation and Department of Land and Natural Resources to waive or assess nominal fees for public infrastructure use and to lease public lands at nominal cost to ferry operators.

Exempts demonstration ferry projects from statutory procurement and environmental review requirements under chapters 103D and 271G, Hawaii Revised Statutes, though permanent systems must comply with these requirements.

Requires the Department of Transportation to submit a report to the legislature on implementation of the ferry system no later than 30 days before the 2018 regular legislative session convenes.
