Authorizes the Department of Agriculture to establish or participate in private-public partnerships to enhance biosecurity and quarantine inspection processes, including on-port and off-port facilities, with the requirement that only department employees perform actual inspections.

Requires the Department of Agriculture to establish parameters and construction requirements for biosecurity facilities, including cold storage facilities for agricultural and food commodities at airports and harbors.

Appropriates funds from general revenues for fiscal year 2016-2017 to support the biosecurity program, including import replacement programs, quarantine treatment development, pest diagnostics, inspection capacity improvement, and industry education.

Affirms that the Department of Agriculture's biosecurity program is vital to protecting Hawaii's fragile island ecosystem from invasive species that threaten agriculture, native biodiversity, and public health.

Takes effect July 1, 2050.
