Department of Health and Department of Agriculture shall jointly conduct a water-quality pesticide sampling study of the Waialua district on Oahu, including groundwater, surface water, and adjacent marine waters.

Departments must sample and test for pesticides, pollutants, and toxic chemicals at least two times per month for twelve consecutive months.

Departments shall update their water-quality plan to describe current water quality conditions in Waialua and provide recommendations related to policy, programs, and funding to address water-quality concerns.

Study results must be submitted to the legislature no later than twenty days before the start of the 2018 regular legislative session.

General revenues are appropriated for fiscal year 2016-2017 to conduct the water-quality study, with departments authorized to contract for economic modeling and related services exempt from procurement requirements.
