Establishes a joint terrorism task force in the office of the governor composed of State and federal law enforcement agencies to develop counterterrorism strategies for Hawaii.

Task force shall be chaired by the adjutant general of the department of defense and include representatives from federal agencies (Department of Homeland Security, Transportation Security Administration, U.S. Pacific Command) and all four county police chiefs plus the director of public safety.

Task force must identify potential terroristic threats, assess vulnerabilities in the State's geography and economy, develop public alert procedures, and create a response plan for terroristic threats.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2017 regular session convenes.

Task force ceases to exist on June 30, 2017, and an unspecified appropriation from general revenues is authorized for fiscal year 2016-2017.
