Transfers licensing and regulation of private trade, vocational, and technical schools from the Department of Education to the Department of Commerce and Consumer Affairs, effective upon approval.

Creates a new chapter establishing that the licensing program's purpose is to protect consumers from false, deceptive, misleading, or unfair practices and ensure adequate educational quality.

Applies only to schools requiring state-level licensure for federal student aid, educational grants, professional licensure requirements, or other funding sources requiring state licensure.

Authorizes the Department of Commerce and Consumer Affairs to establish fee structures, suspend or revoke licenses after notice and hearing, and adopt rules for program administration.

Establishes penalties of up to $100 fine or 90 days imprisonment for violations; preserves all existing rules and agreements until amended or repealed.
