Director of Health must render a decision on state agency water quality certification applications within 90 days from the date the application is considered complete, provided all fees are submitted.

Applications are automatically approved if the director fails to render a decision within 90 days, subject to standard best management practices requirements.

Director must determine application completeness within 30 days of receipt and notify the applicant in writing; applications deemed complete if not notified within 30 days.

Time limits may be extended for national disasters, state emergencies, or union strikes, and by 30 days if applicants need extra time to supply additional information or correct deficiencies.

Act takes effect on July 1, 2050.
