Establishes an earned credit certificate program for contractors who use apprentices for at least 10 percent of onsite labor hours on public works construction projects.

Earned credit certificates provide a five percent bid preference on future public works construction project bids and are valid for one year from issuance.

Contractors may apply the certificate to multiple bids during its validity period but can only receive one bid incentive award; if winning multiple bids, the certificate applies to the project with the greatest dollar value or earliest bid opening date.

Clarifies that contractors must disclose the type of classification they will list on certified payroll affidavits and maintain apprentice-to-journey worker ratios set by the workforce development division for each trade.

Requires contractors to maintain detailed records for at least three years after project completion and allows contracting agencies and authorized representatives full access for verification and compliance monitoring.
