Repeals the child care licensing and registration special fund, with unencumbered balances lapsing to the general fund on July 1, 2016.

Repeals the housing first special fund and amends section 346-378 to remove references to the fund, with balances lapsing to the general fund on July 1, 2016.

Repeals housing project bond special funds by amending sections 356D-23 and 356D-28, transferring unencumbered balances to the general fund on July 1, 2016.

Abolishes ten administratively-created special funds including blueprint for change program, homeless assistance, shelter plus care program, and domestic violence shelters, transferring remaining balances to the emergency and budget reserve fund.

Abolishes five additional funds and trust accounts including blind shop revolving fund, homeless trust fund, and recruitment of foster parents trust account, with remaining balances transferred to the general fund.
