Requires the Department of Health and Department of Budget and Finance to jointly conduct a study on the distribution of cigarette tax revenues by November 1, 2016.

Study must estimate total cigarette tax revenues through fiscal year 2024-2025 and project distribution among non-general funds specified in Hawaii Revised Statutes section 245-15(6).

Study must estimate budgetary needs of agencies and programs supported by cigarette tax revenues through fiscal year 2024-2025 and identify gaps between estimated needs and projected tax distributions.

Departments must recommend whether to continue current cigarette tax revenue distribution (with or without modification) or redirect all or most revenues to the general fund and finance affected agencies through general appropriations.

Effective July 1, 2016; directs Department of Taxation and other relevant executive departments to provide cooperation and information upon request.
