Creates a new section in Hawaii Revised Statutes Chapter 76 to establish a maximum percentage limit on civil service exempt positions in the executive branch, with the specific percentage to be determined.

Requires department directors with more than ten exempt employees to reduce exemptions by a specified percentage if the total exempt employees exceed the established limit for three consecutive years, with exceptions for the attorney general, board of education chairperson, and University of Hawaii president.

Excludes employees of the Department of Education, Department of the Attorney General, University of Hawaii, public charter schools, and Hawaii Health Systems Corporation from the exemption limits and reporting requirements.

Amends section 76-1.5 to require the Department of Human Resources Development to include annual reporting on the number and percentage of civil service exempt employees within the personnel system it administers.

Effective date of July 1, 2091.
