Expands the reporting requirements for SHPDA to include all payers of health care services claims, in addition to existing provider reporting obligations.

Requires health care payers, including public and private health insurers, to submit health care services claims and payment data to SHPDA consistent with federal and state privacy laws.

Mandates submission of information regarding reimbursement details including administrative fees, discounts, incentive payments, and performance bonuses to increase transparency in the health care sector.

Repeals Section 323D-18.5 (prior law that allowed SHPDA to request information from health insurance providers) and consolidates insurance provider reporting into amended Section 323D-18.

Requires SHPDA to submit acquired data to a state-designated data center that must comply with conflict-of-interest provisions under the federal Affordable Care Act.
