Requires health insurance providers funding the Hawaii employer-union health benefits trust fund or state medicaid programs to submit administrative data and health care claims to the state health planning and development agency beginning November 1, 2016.

Directs the state agency to submit collected data to the University of Hawaii's Pacific Health Informatics and Data Center for processing with encrypted identifiers, or another compliant data center after July 1, 2018.

Prohibits disclosure of personal health information in violation of state or federal law and requires use of encrypted identifiers and separate databases to prevent re-identification of patients.

Mandates the state agency develop annual plans for data analysis and maintenance, adopt administrative rules for data submission schedules, and submit annual reports to the legislature on data activities.

Effective July 1, 2016, with interim rules to remain in effect until June 30, 2017, or until permanent rules are adopted under chapter 91.
