Appropriates general revenues from the State of Hawaii for fiscal year 2016-2017 to commemorate the 50th anniversary of the Vietnam War through programs, ceremonies, and activities.

Recognizes that over 58,000 U.S. Armed Forces members were killed in Vietnam, over 153,000 were wounded, and 1,638 Americans remain unaccounted for as of 2014.

References President Obama's proclamation designating May 28, 2012, through November 11, 2025, as the Commemoration of the Fiftieth Anniversary of the Vietnam War.

Directs the State Department of Defense to expend appropriated funds for Vietnam War commemoration purposes.

Takes effect on July 1, 2016.
