Authorizes the Hawaii Housing Finance and Development Corporation to establish a housing voucher program for full-time teachers employed by the Department of Education, including public charter school teachers.

Each housing voucher amount is not specified in the bill and may be used toward rent or mortgage payments for a teacher's primary residence.

Requires the corporation to develop application procedures and verification processes in coordination with the Department of Education and state public charter school commission to confirm applicant status as full-time teachers.

Housing vouchers granted under this program shall be renewable without requiring further application or verification.

The corporation may adopt administrative rules under Chapter 91 to implement the program, with an effective date of July 1, 2050.
