Prohibits charter schools from paying teacher incentive bonuses and compensation required by law or collective bargaining from their facilities funding or per-pupil allocations.

Requires beginning in fiscal year 2017-2018 that teacher incentive programs, bonuses, and other compensation beyond regular wages be funded as separate line items in the general and supplemental appropriations acts.

Appropriates general fund revenues for fiscal year 2016-2017 to pay for charter school teacher bonuses including hard-to-fill placement bonuses and National Board certification incentive bonuses (amount not specified in bill).

Establishes that charter schools should have equal non-facility per-pupil funding as department of education schools, with bonus costs removed from that calculation.

Takes effect July 1, 2050.
