Establishes a Medicaid buy-in program within the Department of Human Services to expand Medicaid access for workers with disabilities and encourage employment.

Eligibility requires applicants to be Hawaii residents, at least 18 years old, meet Medicaid citizenship requirements, have a disability as defined by the Social Security Administration, and be gainfully employed in part-time or full-time work.

Income eligibility capped at 300 percent of the federal poverty level, with asset limits established by the department but not less than $25,000.

Program enrollment minimum of 200 individuals, with the department authorized to require premium payments or cost-sharing charges from participants.

Department must obtain federal government approval before implementing the program and shall adopt necessary administrative rules.
