Extends indefinitely the exemption from county and state permitting requirements for broadband infrastructure installation and improvement, removing the previous January 1, 2017 expiration date.

Exempts broadband-related actions from compliance with chapters 171, 205A, and 343 of Hawaii Revised Statutes and PUC rules requiring pole replacement standards, except where required by federal law or to maintain federal funding eligibility.

Requires applicants to provide at least 30 calendar days' notice to the director of commerce and consumer affairs through electronic posting on the State's designated website before undertaking broadband infrastructure work.

Restricts exemptions to actions using existing utility poles, conduits, rights-of-way, and easements that make no significant changes to existing public infrastructure.

Removes the June 30, 2018 repeal date from Act 264, Session Laws of Hawaii 2013, making its broadband permitting provisions permanent.
