State Procurement Office, in conjunction with the Department of Accounting and General Services, shall conduct a comprehensive analysis and review of the Hawaii Public Procurement Code regarding construction contract awards.

Analysis must include cost-benefit review of current Hawaii procurement process, examination of prior task force findings from Senate Concurrent Resolution No. 92 (2013), and comparison with federal procurement laws including Federal Acquisition Regulation Part 36.

State Procurement Office shall evaluate whether closer alignment of Hawaii procurement code to federal construction procurement laws would benefit the State, including implementation timeline and costs.

State Procurement Office must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2018 regular session convenes.

An unspecified amount of general revenues is appropriated to the State Procurement Office for fiscal year 2016-2017 to conduct the analysis and review.
