Establishes the high-growth grant program within the Department of Business, Economic Development, and Tourism to provide grants to qualified businesses for expanding operations, improving productivity, or investing in food safety and quality control programs.

Authorizes grants to finance equipment purchases, management and workforce training, infrastructure improvements, and consulting or feasibility studies.

Limits grants to no more than 40 percent of private investment in a business, with a maximum of $400,000 per qualified business in any calendar year.

Defines "qualified business" as a business operating for at least two full years that has demonstrated the ability to export products.

Creates the high-growth grant special fund to be administered by the department, with appropriations from general revenues and authorization to expend up to $100,000 annually for program administration.
