Establishes an agriculture grant program within the department of agriculture to provide grants to qualified farmers for expanding operations, improving productivity, changing crops, investing in food safety, and workforce development.

Creates the agriculture grant program special fund to be administered by the department of agriculture and funded by legislative appropriations.

Limits grants to no more than 50% of private investment by a farmer, with a maximum of $500,000 per qualified farmer per calendar year.

Defines "farm" as agricultural-zoned property producing agricultural products for sale where the operation materially contributes to the operator's support.

Defines "qualified farmer" as a U.S. citizen or permanent resident alien who has lived in Hawaii for 3+ years, operated their own farm for 2+ years, and derives most of their time or income from farming.
