Transfers management of Mauna Kea lands from the University of Hawaii to the Department of Land and Natural Resources (DLNR), effective upon approval.

Establishes a new Office of Mauna Kea Management within DLNR and a seven-member Mauna Kea Management Commission with representatives from Kahu Ku Mauna advisory council, Office of Hawaiian Affairs, county government, and native Hawaiian organizations.

Creates a Mauna Kea lands management special fund to receive lease revenues, permit fees, violation penalties, and appropriations, with proceeds used for land management, operations, and rule enforcement.

Authorizes DLNR to charge fees for use of Mauna Kea lands and facilities, establish administrative fines up to $2,500 for first violations and up to $10,000 for subsequent violations within five years.

Requires DLNR to adopt rules regulating public and commercial activities on Mauna Kea lands in consultation with the Office of Hawaiian Affairs, with at least one public hearing held on the island of Hawaii.
