Requires state agencies across all branches of government (executive, judicial, legislative) to participate in a carbon offset program for employee air travel undertaken in official duties.

Establishes the Department of Land and Natural Resources as administrator of the carbon offset program, which shall offset carbon emissions through planting of trees endemic to Hawaii, including sandalwood varietals.

Agencies must pay the Department of Land and Natural Resources a per-trip carbon offset fee at a rate determined by the department for each employee air trip.

Applies to all state employees including permanent employees of executive, judicial, and legislative branches, as well as legislative session staff.

Takes effect on July 1, 2030.
