Appropriates funds from general revenues for fiscal year 2016-2017 to plan and design a continuous beach and associated infrastructure along the Waikiki waterfront between the Royal Hawaiian groin and the Fort DeRussy storm drain groin.

Includes funding for a multi-use pedestrian and bicycle path allowing public access along the shoreline, connecting Fort Ruger park with Ala Moana beach park.

Designates the Department of Land and Natural Resources to expend the appropriated funds.

Recognizes that private entities will fund approximately 25 percent of restoration and maintenance costs, with the State providing the remaining funding.

Takes effect on July 1, 2030.
