Establishes a pilot program designating five schools (one each on Oahu, Kauai, Maui, Hawaii, and Molokai) as pilot centers for vegetative buffer zones around school grounds near commercial agricultural operations.

Prohibits commercial agricultural entities using more than a specified amount of restricted use pesticides annually from applying any pesticides (restricted, general, or experimental use) within a designated distance of selected school grounds, effective one year after school designation.

Requires agricultural entities to maintain continuous vegetative buffer zones with native or remedial plants that create wind-break effects in areas where pesticide application is prohibited.

Mandates use of geo-referenced mapping systems or site markings to identify pesticide application sites and requires site plans showing school locations and buffer zones be provided to pesticide applicators before application.

Allows the department to issue single-use exemptions from buffer zone restrictions when pest situations pose immediate threats to human health and no viable pesticide alternatives exist; establishes enforcement through department injunctions, fines, and citizen suit provisions.
