Establishes a goal for the Department of Education to achieve net-zero energy use across all public school facilities by January 1, 2035, producing as much renewable energy as the department consumes.

Requires the Department of Education to use energy consumption data from the 2015-2016 fiscal year as the benchmark for measuring progress toward the net-zero energy goal.

Mandates the Department of Education to expedite cooling of all public school classrooms to temperatures acceptable for student learning while maximizing energy efficiency and cost savings over the project's lifetime.

Requires annual reporting to the legislature on progress toward net-zero energy goals, cooling implementation status, types of cooling and energy efficiency measures implemented, and costs per classroom including installation, maintenance, and operating expenses.

Reports must be submitted to the legislature no later than twenty days prior to each regular legislative session and include findings, recommendations, and any proposed legislation.
