Prohibits counties and political subdivisions from requiring buildings served by a microgrid to connect to otherwise available electrical power sources.

Defines "microgrid" as a localized electrical system powered by renewable energy that may include backup storage or fossil fuel generation, serving one or more buildings within a discrete electrical boundary and able to operate independently or in parallel with the utility grid.

Excludes microgrids under 25 kilowatts from regulation as public utilities when located on the owner's property and serving the property owner, lessees, or tenants without using utility transmission or distribution lines.

Requires that rates charged to lessees or tenants for microgrid-generated power not exceed the applicable electric utility rate at the time the lease agreement is signed, with rate formulas established for the lease duration.

Effective date is July 1, 2030.
