Requests the auditor to examine University of Hawaii at Manoa's College of Education management of programs that ended between fiscal years 2010-2015.

Auditor shall identify the number of ended programs, their purposes, accomplishments, challenges faced, operating costs, and funding sources.

Auditor shall determine the reasons for program cessation and the impact on the University of Hawaii, Department of Education, and community.

Auditor shall submit a written report of findings and recommendations to the legislature no later than twenty days before the 2016 regular session convenes.

Bill references the Ho'okulāiwi Center for Native Hawaiian and Indigenous Education as a notable program that was recently ended despite its recognized success in teacher education and language revitalization.
