Establishes motor vehicle insurance requirements for transportation network companies (TNCs) and TNC drivers in Hawaii, effective September 1, 2016.

Requires TNC drivers logged onto the platform but not actively transporting passengers to maintain primary liability insurance of at least $50,000 per person/$100,000 per accident for bodily injury and $25,000 for property damage.

Requires TNC drivers engaged in prearranged rides to maintain primary liability insurance of at least $1,000,000 per accident covering death, bodily injury, and property damage.

Prohibits personal motor vehicle insurance policies from denying coverage during TNC activities if the driver's personal insurance lapsed, requiring the TNC's insurance to provide coverage from the first dollar of any claim.

Voids any agreements between TNCs, drivers, and passengers that disclaim liability, waive passengers' rights to sue, or require passengers to indemnify the TNC or driver; bill sunsets September 1, 2021.
