Requires each county to submit its updated general plan to the Land Use Commission and petition the commission for approval of necessary boundary amendments under Hawaii Revised Statutes Chapter 205.

Expands the Land Use Commission's enforcement authority to address violations of representations or conditions imposed in boundary amendment decisions, allowing modification of conditions or imposition of new conditions regardless of whether substantial commencement of use has occurred.

Defines "substantial commencement" as completion of all required public improvements and infrastructure plus construction of at least 20 percent of physical private improvements that are usable or habitable.

Authorizes the Land Use Commission to assess administrative fines up to $50,000 per day and enforce costs against parties that fail to comply with infrastructure, environmental, cultural resources, archaeological resources, or public trust doctrine representations or conditions.

Allows the Commission to record a notice of non-conformance on the property title at the bureau of conveyances and pursue collection in circuit court if administrative fines are not paid; effective July 1, 2076.
