Allows counties in which medical marijuana dispensary licenses are authorized to apply for and obtain dispensary licenses themselves.

Counties applying for dispensary licenses must pay the same license fees and annual renewal fees required under existing law for other applicants.

County applicants must submit applications to the Department of Health with supporting documentation demonstrating sufficient financial resources and capacity to comply with all applicable requirements.

Exempts county applicants from certain provisions of Hawaii Revised Statutes Chapter 329D that would otherwise restrict their eligibility to obtain dispensary licenses.

Requires the Department of Health to adopt rules governing the timing, procedure, form, verification, and selection process for county license applications.
