Prohibits the Department of Health from issuing permits for new underground fuel storage tanks located within 100 yards of the shoreline.

Allows permits to be issued for repair or replacement of existing underground fuel storage tanks within 100 yards of the shoreline.

Permits holders for existing underground fuel storage tanks within 100 yards of the shoreline may continue to renew permits until January 1, 2045.

Beginning January 1, 2045, prohibits operation of underground fuel storage tanks within 100 yards of the shoreline and prohibits renewal of such permits.

Defines "shoreline" as the upper reaches of the wave wash at high tide during the season of highest wave activity, typically evidenced by vegetation edge or debris line.
