Authorizes county police departments to enroll firearms permit applicants into the FBI's rap back system for continuous criminal record monitoring.

Requires police to conduct criminal history record checks using the International Justice and Public Safety Network, National Crime Information Center, and National Instant Criminal Background Check System before issuing firearm permits or registering firearms.

Changes the fee structure so applicants pay the Hawaii criminal justice data center's fee for criminal history record checks rather than the FBI's fingerprint check fee.

Adds county police departments to the list of entities authorized to conduct criminal history record checks under section 846-2.7.

Takes effect July 1, 2016.
