Amends Hawaii Revised Statutes Section 205-2(d) to add solar energy facilities as a permitted use in agricultural districts on land classified as productivity rating class B, C, D, or E.

Restricts solar energy facilities on class B or C land to no more than 10% of parcel acreage or 20 acres (whichever is less), unless a special use permit is granted.

Requires special permit approval for solar energy production exceeding 25 kilowatts on lots in counties with population between 170,000 and 500,000 that were subdivided from larger parcels prior to January 1, 2016 for agricultural purposes.

Effective date is July 1, 2076.
