Requires wireless telecommunications service providers to release domestic abuse victims from shared or family wireless service contracts without charge, penalty, or fee upon submission of written opt-out request and evidence of abuse (police report, protective order, or affidavit from medical/mental health provider).

Mandates providers respond within forty-eight hours by either transferring billing authority and all rights to the wireless phone number(s) to the victim, or removing the victim from the shared plan and assigning a substitute phone number.

Provides immunity from liability for wireless telecommunications service providers, their officers, employees, and agents for actions taken to transfer billing authority and phone number rights in compliance with this section.

Changes terminology in Hawaii law from "domestic violence" to "domestic abuse" and updates the definition reference from section 321-471 to section 586-1.

Takes effect upon approval.
