Amends theft statutes (sections 708-830.5, 708-831, 708-832, and 708-833) to require courts to consider theft of a bicycle as an aggravating factor during sentencing when the bicycle was the victim's primary transportation to and from work or necessary for employment.

Applies the aggravating factor requirement across all theft degrees: first degree (class B felony), second degree (class C felony), third degree (misdemeanor), and fourth degree (petty misdemeanor).

Specifically targets intentional bicycle theft where the defendant knew or should have known the bike was essential to the victim's employment or work commute.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
