Establishes a permanent fuel tank advisory committee within the Department of Health to monitor and address fuel leaks from military fuel storage facilities, particularly the Red Hill Bulk Fuel Storage Facility on Oahu.

Committee composition includes up to 14 ex officio members (state officials including the Director of Health as chair, four members of Hawaii's congressional delegation, legislative leaders, and state board chairs) plus at least 2 public members appointed by the governor.

Invites participation from U.S. military commanders (Army Pacific, Pacific Fleet Navy, Pacific Air Forces) and the Environmental Protection Agency as ex officio members to coordinate federal and state responses.

Committee shall study fuel tank leak effects on public health and drinking water, review groundwater test results, develop mitigation strategies, and improve communication between the Navy, state agencies, water supply boards, and the public.

Requires the committee to submit a report with findings and recommendations to the legislature before each regular session; transfers all functions and records from the previous fuel tank leak task force to this new permanent committee, effective July 1, 2016.
