HB 2647 Summary

• Establishes a three-year "Work for a Day" pilot program to be developed and administered by the City and County of Honolulu to connect homeless individuals with work opportunities.

• Program shall provide participants with work opportunities, lunch, transportation to shelters at day's end with hot meals and social services, and payment for hours worked from program funds.

• Appropriates $200,000 in state general revenues for the pilot program; requires dollar-for-dollar matching funds from the City and County of Honolulu.

• City and County of Honolulu must submit progress report to the legislature no later than twenty days before the 2017 regular session; if unable to establish the program by January 1, 2017, remaining funds transfer to the Department of Human Services for existing homeless employment programs.

• Provides immunity from suit and liability to the State and City and County of Honolulu for any claims related to planning and administration of the pilot program.
