Establishes a solid waste infrastructure advisory committee to be convened by the office of solid waste management to evaluate Hawaii's current waste management infrastructure and its capacity to support food waste diversion by 2025.

Committee shall be composed of 11 members appointed by the director of health, including representatives from solid waste management districts on each island, waste collection and hauling industries, recycling industry, commercial food waste generators, food industry, and community, plus the state solid waste management coordinator as ex officio member.

Committee must review existing waste stream systems, identify locations lacking sufficient infrastructure for food waste diversion compliance, estimate construction costs, evaluate revenue options, and determine enforcement needs by no later than 20 days prior to the 2017 regular legislative session.

Members serve without compensation but receive reimbursement for necessary expenses; committee dissolves on January 1, 2025.

Act takes effect on July 1, 2030.
